Citing the health risks associated with large gatherings and the ongoing crisis surrounding us with the COVID-19 virus the Office of the Town Clerk proposed to the Board of Selectmen postponing the Annual Town Meeting until June 22, 2020 and the Local Town Election until June 29, 2020. The dates of the election were especially important to coordinate with the North Middlesex Regional School District as the three towns of the district must hold an election on the same date for the At-Large School Committee members. We have coordinated this with Ashby and Townsend officials.
The legal standing to have requested this postponement rests in two new Acts. Chapter 45 of the Acts of 2020, passed by both the House and the Senate, and signed by the Governor on March 23, 2020, allowing local governments to postpose these local elections to as late as June 30, 2020. Chapter 53 of the Acts of 2020 signed by the Governor on April 3, 2020, broadens the Board of Selectmen’s role in setting a Town Meeting date. The Governor’s State of Emergency Declaration along with a 2015 law passed by the Massachusetts Legislature permits local officials to delay town meeting to protect the health and safety of its residents.
At the Board of Selectmen meeting held on Monday, April 13, 2020 the Board of Selectmen unanimously voted to postpone both. The new date for the Annual Town Meeting is June 22, 2020 at Nissitissit Middle School. The new date for the Local Town Election is June 29, 2020 and will be held at Varnum Brook Elementary School.
